Racial profiling entails using a person’s race to ascertain one involvement in tortilla flats a criminal activity without putting into on critical, consideration the available evidence for the criminal case. Racial profiling has been a contentious issue in tortilla summary the United States and all over the globe, particularly to the extent on which the action infringes the dictionary very fundamental human rights and civil liberties protected by tortilla summary, the law. The Views Change Author To Author Essay! Such an approach by law enforcement agencies and officers is an ineffective strategy, since law enforcement agencies overlook the tortilla flats summary fundamental evidence, and the suspicion is usually based on an individual’s race and the perception of the society relative to that race.
For instance, African-Americans commonly associated with illegal drugs and urban crime. On Life Change From Author To Author Essay! On a similar account, Arabs and Muslims are associated with terrorism. The September 11 attacks presented an opportunity to instigate a racial stereotyping against tortilla summary, the Muslims and Arabs in the United States, especially those of Middle East origin. This research paper attempts to investigate the extent to which September 11 attacks influenced racial profiling in the US and later to the rest of the motivation dictionary world. Arguing from two perspectives, racial profiling has worsened after the tortilla summary attacks and that racial profiling has not worsened post 9/11, a conclusion is thinking, reached basing on the collected facts and evidence. Flats! How racial profiling has worsened. After the the gettysburg address meaning September 11 attacks, Arabs and Muslims living in the United States have been subjected to tortilla flats intense racial profiling.
This is essay thinking, due to tortilla summary perceptions that Arabs and Muslims are likely perpetrators of terrorism. Interestingly, this perception is deeply rooted within the non-Arabs and non-Muslim population groups. As a result, law enforcement agencies in the US are using this assumption and from Author, perception to flats associate Arab ethnicity and Muslims with terrorist acts. The underlying fact is The Views on Life from Author, that most Arabs and Muslims living in flats summary the United States are not terrorists, but law abiding citizens. A 2002 report from the on critical Human Rights Watch in the US revealed that at least 1200 Arab Americans, mostly from the Middle East and South Asia, faced detainment exclusive of formal charges directed at tortilla summary, them. The same report asserted that the the gettysburg address meaning United States Justice Department abused and violated the fundamental human rights of the Arab and Muslim detainees. The law enforcement agencies perceived terrorism as a reserve for the Arabs and Muslims in the US, as a result, suspecting any Arab and Muslim for their involvement or attempted involvement in tortilla summary a terrorist activity. It is evident that racial profiling against the Muslim has worsened since the September 11 attacks.
This worsened further after the enactment of the Patriots Act by agristore usa, President Bush, and the Act targeted mainly Arab Americans by linking them to terrorism without any evidence or questioning. In that context, the Federal Bureau of Investigation and other law enforcement authorities went overboard in searching the homes of the Arab Americans, and by forcefully investigating their financial records and tortilla flats, personal information. This is a violation of human rights based on race and ethnicity, with the target being mainly people of Arab and address, Muslim origin. Tortilla Flats! Another indicator that racial profiling against on critical, the Arabs and Muslims in the United States has worsened since September 11 is that the federal government is significantly relying on racial profiling as means of counter terrorism strategy. Flats! This is widely evident in the entry points of the Essay Jones United States. Law enforcement agencies at the entry points of the United States are putting stringent measures to immigrants who come from Islamic countries associated with terrorism such as Afghanistan. This perception is based on the view that all the Muslims coming from such country gain entry into the United States with the aim of pursuing terrorist activities. Therefore, the entry point authorities are applying racial profiling for Arabs and Muslims. According to a 2004 report released by the American Civil Liberties Union (ACLU), dubbed Sanctioned Bias: Racial Profiling since 9/11, it is evident that there is an increase in anti-immigrant perception towards the Arabs and the Muslim both from the flats summary public and the law enforcement agencies. In fact, after the australia September 11 attacks, there is an official policy in the United States that grants law enforcement agencies jurisdiction to question individuals especially Arab Americans without posting criminal charges. Tortilla! Such suspicions are based on The Views Author to Author, race and religion; being Arabic and of Islam faith and only attempts to associate them with terrorist acts.
As a matter of fact, racial profiling was a foreign phenomenon in United States before the September 11 terrorist attacks. Moreover, if there existed racial profiling, it could only be associated with common crimes in tortilla flats United States, and of which mostly was applied to the African-American community. Therefore, majority of the Americans were of the view that racial profiling was unacceptable. With time, majority of the Americans changed their perception towards racial profiling after their safety was put under threat by terrorists. In fact, the African-America community that was earlier oppressed by racial profiling supported the phenomenon, especially if it was to be subjected to Arabs population from within and outside United States. A recent survey conducted by Gallup Company revealed that almost 70% of African Americans favored racial profiling compared to 50% of white Americans who proposed racial profiling against Arabs. Address! Immediately after the September 11 attacks, Arabs across America were not only harassed, but their basic human rights and liberties as citizens of United States were also violated. Basically, like any other government with a concern of its citizens, national awareness and increased security measures became a priority for tortilla the United States government. However, questioning and deportation of innocent Muslims and Arabs was not the australia grocery answer to war against terrorism in flats summary United States.
To understand the magnitude of on Push Precious Jones, racial profiling and its negativity, one has to tortilla flats summary consider various incidents used by law enforcement agencies that can only be termed as unnecessary and illogical. For example, there have been cases where brown-skinned people have been denied access to public transport and air flights, since other passengers see them as Arabs and a security threat. Another example of Arabs who were arrested and profiled because they had money and cell phones stacked in their vehicle happened in Colorado. Interestingly, their lawyer affirmed that if the had non-Muslim names they wouldn’t have been profiled (Spencer, “the necessity of profiling”). Amid all the intensified security check-ups at dictionary, airports, railway terminus and bus stations, other American racial groups and flats, government agencies are more than ready to infringe other people’s liberties. On Critical! United states have been known of its respect of human rights and democracy, but racial profiling against Arabs and Muslims after September 11is an indication that America has stooped to low in flats preservation of human rights. How racial profiling has not worsened. Nevertheless, it would be inappropriate to view racial profiling as a non-beneficial policy to United States considering that millions of American citizens are at on critical, risk of death by terrorism. However, United States is yet to prevent itself from terrorist attack, especially domestic terrorism. Although since the September 11 attacks, there has never been an attack of similar magnitude, racial profiling is tortilla, yet to be reduced in essay any significant form till date.
However, law enforcers allege that racial profiling has been in its low since the September 11 attacks. Law enforcement agencies argue that security officers mandated to tortilla flats conduct racial profiling data have been assigned military duties, mostly in countries like Afghanistan and motivation, Iraq. It is important for one to understand that racial profiling is legally conducted by police officer. From this perspective, there have been concerns that police officers have with time decreased their racial profiling data collection routines. Tortilla! Although close analysts argue that this is a form of police disengagement in racial profiling activity, critics of racial profiling argue that police officers are tired of the activity, since they spend a lot of time in filling in the racial profiling forms. This argument can be supported by the fact that various departments of police in United States have been subject of agristore usa, criticism due to their laxity and minimal productivity. In addition, recent interventions by American Muslims and human rights activist have tried to tortilla criticize the racial profiling activity in agristore usa United States. Immediately, after the September 11 terrorism attack, Muslim were vigorously harassed and abused across United States and some were falsely accused by anti-Arab and anti-Islam groups. These interventions are in form of legal support to those who have been interrogated and summary, detained without a legal procedure, protests against agristore usa, generalized profiling and protection of civil rights through legal representation by human rights activist attorneys’. These interventions have greatly increased public awareness of the negativity that emanates from racial profiling, and the American society is progressively rejecting the policy. Laws against racial profiling.
The United States constitution prohibits racial profiling through the federal law, a fact that may not be in the public domain according to a NYU survey done on American law by Susan Akram and Kevin Johnson in 2003. Entrenched in the fourth amendment of the federal law, prohibition against racial discrimination was endorsed by President George Bush during his reign in the year 2001. The law prohibits all actions which are based on race, and actions which federal law enforcers may use during their interrogation and law enforcement responsibilities. The federal law is very categorical that law enforcement officers are not to use race as a factor during interrogation, decision making, traffic stops and even prevention of natural disasters. In addition, law enforcement official and agencies are not supposed to offer national security to citizens by aligning them with their race and religion.
I is therefore, unfortunate that the very government, through the convention of the congress have violated the very same laws entrenched within the supreme law of united the United States. The spontaneous reaction of the law enforcement agencies of the United States and the United States department of defense is ill intended and misplaced. Summary! For example, the mere insinuation that all Arabs and Essay on Push Precious, Muslims are potential terrorists is unreasonable. It can only be aligned as a transgression towards personal freedom of worship and religion, not to mention that America has thousands of Arabs who are not necessarily Muslims. According to Bernard Harcourt, while reviewing Muslim profiles during the post September 11 attacks and the effectiveness of racial profiling and how the act violates freedom.

Complete blood count (CBC) and reticulocyte (Retics) are routine hematology tests useful for the differential diagnosis of anemia and other medical conditions. However, it has been presumed that they are not used as regular as they should be in medical practice in Addis Ababa hospitals. A hospital-based cross-sectional questionnaire survey was conducted during November-December 2010, in essay which 408 clinicians participated and their response on tortilla summary, the use of CBC and Retics was assessed. The always/frequently (A/F) response was considered to reflect routine use of the CBC/Retics parameters by the clinicians.
The Chi square test was used to thinking study statistical associations among different variables. Only four of 13 parameters in flats CBC were frequently or always used by on critical thinking more than 85% of the clinicians. Health Officers were observed to use 12 of the 13 CBC parameters less than the flats summary other professional group; interns and residents demonstrated highest use of CBC results. More than a third of clinicians’ preferred white blood cell (WBC) differential report in percentages than the Precious more useful absolute number report. Reticulocyte parameters were not being used by majority of clinicians in patient management. Clinicians rated ‘average’ regarding the summary adequacy of clinical laboratory methods course they took during medical education. As service users, clinicians indicated mm 3 as unit of preference in cell count on the laboratory report form. Overall, most clinicians do not use much of the data provided on routine CBC report.
Additional research is needed to understand the issue further. Responsible bodies should promote the appropriate use of dictionary CBC/Retics reports by clinicians. Clinical information obtained from flats summary, laboratory tests play a key role in the diagnosis and the gettysburg, management of patients . Flats! A number of studies have shown that although physicians commonly request laboratory tests, they tend to use them for the wrong purposes, and ignore or misinterpret the results; such improper utilization and interpretation have obvious implications for by Claireece Precious Jones the quality of patient care, and flats, the economy as a whole [2,3]. The complete blood count (CBC) and agristore usa, reticulocyte (Retics) parameters are hematologic tests essential in the diagnostic workup of a broad variety of clinical conditions, mainly in the differential diagnosis of anemia and related disorders which are commonly seen in Addis Ababa hospitals . A study on women of reproductive age in Ethiopia reported that the leading causes of anemia are iron and vitamin B12 deficiency and chronic infections . Clinicians do not always use objective data effectively, and flats, the practice can potentially lead to increases in care costs as well as mortality and morbidity . However, it is possible to essay on critical correct flawed decision making due to inappropriate data utilization by a variety of approaches such as improving the laboratory form design, clinicians’ education in laboratory based course, and implementing feedbacks from clinicians [3,7,8]. In Ethiopia no documented data exists regarding the use and interpretation of hematological parameters in clinical practice.
In addition, feedback of physicians on appropriateness of the CBC report design and the educational background of clinicians in laboratory based course has not been studied. This study aims at ascertaining the extent of use of CBC/Retics results, and feedback of clinicians on CBC in Addis Ababa hospitals. A cross-sectional, questionnaire-based survey was conducted in Addis Ababa hospitals in November and December 2010. Tortilla Flats Summary! Clinicians involved in the diagnosis and treatment of patients in Addis Ababa hospitals, including interns, residents, health officers (*HO), general practitioners (GP), and specialists participated in the survey . Self administered questionnaires were sent to the medical director or administrative body of each hospital, and clinicians were asked to provide their feedback. [*HO: Health Officers in agristore usa Ethiopia are medical graduates who undertake promotive, preventive, curative and rehabilitative services compatible to the needs of the population; are public health oriented and tortilla, have less years of training than medical doctors]. The questionnaire used in Essay the survey asked physicians to tortilla rate the frequency of use of agristore usa each component of the CBC/differential and reticulocyte reports for patient management. Items included in tortilla flats summary a CBC test report were white blood cell count (WBC), WBC differential, hemoglobin (HGB), hematocrit (HCT), red blood cell (RBC) count, mean cell volume (MCV), mean cell hemoglobin (MCH), mean cell hemoglobin concentration (MCHC), red cell distribution (RDW), platelet (PLT) count, mean platelet volume (MPV), platelet distribution width (PDW) and morphologic comments on RBC and motivation, WBC. [Various automated hematology analyzers of tortilla different manufacturers are used in Addis hospitals: Cell Dyn 1800 and Sysmex are used commonly for CBC; Abbot Cell Dyn 3200, Beckman Coulter LH 500 and on critical, Sysmex - 2000 x i are used for CBC and tortilla flats summary, Retics].
As a strategy, clinicians use the facility of other private or central laboratory services whenever they require an essential test. Reticulocyte reports included were the reticulocyte percentage, reticulocyte absolute count, reticulocyte production index (RPI) and the corrected reticulocyte count. Five response options (Always, Frequently, Sometimes, Rarely, and Never) were used to rate use of CBC/Retics parameters. The always/frequently response was considered to be adequate or to reflect routine use of the CBC/Retics parameter by motivation the clinicians. Physicians were also asked to indicate their preferences of differential reports either in percent, absolute count or both, and provide their opinion about the tortilla summary amount of dictionary data contained in the CBC reports (too little, too much, or just right), and preferred unit of measurement in cell count. Clinicians also provided their feedback on the adequacy of the clinical laboratory methods course (CLM) during their medical training. The Chi Square test was used to determine statistically significant association between groups.
SPSS statistical package version 17 was used for data analysis. The study proposal was defended in the school of Medical Laboratory Sciences and tortilla flats summary, approved by the Institutional Review Board (IRB) of Addis Ababa University, School of Medicine. The Addis Ababa Health Bureau, the administration and the Medical Director Office of the hospitals were requested for permission and cooperation to conduct the survey. Individual consent was obtained from all participants. The survey assessed the frequency of use of on Life from Author CBC and reticulocyte reports by a total of summary 408 clinicians from 34 public and private hospitals in Addis Ababa. The response rate was 100%. Majority of the respondents were GPs and specialists with clinical experience of less than 5 years (Table 1). Table 1. Distribution of study participants in Addis Ababa hospitals, from Nov 2010-Dec 2010.
Only 4 of the 13 parameters in australia grocery the CBC (hemoglobin, haematocrit, WBC count, and WBC differential) were frequently or always used by more than 85% of the physicians (Table 2). Three parameters were never or rarely used by the majority of clinicians, namely: RDW (67%), PDW (70%) and MPV (68%). Interns and resident doctors used most of the CBC parameters more frequently than the other professional categories. HO’s showed lesser ratings to more component of the CBC (12/13) than the tortilla other professional group. Table 2. Rate of use of CBC parameters by profession in Addis Ababa hospitals Nov 2010-Dec 2010.
WBC differential was reported to agristore usa be used always or frequently by 90% of the clinicians. Slightly less than half of the clinicians (46%) preferred WBC differential to flats summary be reported in absolute numbers and percentages, 39% in percentages only and motivation, 15% in absolute numbers only. Some of flats CBC parameters have significant association among the Author to Author professional group: RBC (p 0.001), MCV (p 0.001), MCH (p 0.001), PLT (p 0.001), MCHC (P 0.01) and RDW (p 0.05). Flats Summary! There is also significant association among the specialties and use of RBC (p 0.01), MCHC (P 0.05), and MCV, MCH (p 0.001). Internists highly rated use of CBC parameters than the other specialist counterpart (Table 3). Table 3. Rate of on critical use of CBC parameters by specialty in tortilla flats Addis Ababa hospitals, Nov 2010-Dec 2010 (N = 120) Most clinicians rated use of reticulocyte parameters, rarely or never.
Out of the clinicians who use the parameter, 52% preferred to receive the reports as percentages while 41% preferred absolute numbers (Table 4). Table 4. Rate of use of reticulocyte parameters by clinicians in grocery Addis Ababa hospitals, Nov 2010-Dec 2010 (n = 408) Feedback of clinicians and adequacy of CLM course. Majority of the flats summary clinicians preferred mm 3 as units of Essay Jones measurement of cell count. Regarding the amount of data on the CBC laboratory report, most (66%) of the clinicians reported it is ‘just right’; 11% of them responded as ‘too little’ . Flats! Clinicians also expressed their opinion on the adequacy of CLM course in medical education; and the majority (61%), reported average satisfaction (Table 5).
Table 5. Feedback of clinicians in Addis Ababa hospitals on CBC and adequacy of CLM course from dictionary, Nov 2010-Dec 2010. This study showed that the use of CBC and summary, reticulocyte results for clinical decision making in patient management in Addis Ababa hospitals was inadequate. The study also identified several patterns of CBC/Retics use that might help in the design of computerized laboratory reports and laboratory information system (LIS) in Ethiopia. The red cell indices: The study indicated that HCT and dictionary, HGB were the most frequently used red cell measurements by the majority of clinicians. Contrarily, almost half of the clinicians do not frequently use RBC count. Other studies have also reported that RBC count is not used commonly in decision making . MCV, MCH, MCHC and RDW are important in the differential diagnosis of anemia. In this survey it was found that the use of MCH and MCHC was low similarly in other studies [4,10]. Tortilla Summary! MCV is regarded as the single most useful and critical erythrocyte index in the evaluation of the gettysburg anemia [9,10].
Nevertheless, this survey revealed that only tortilla summary, a third of the clinicians used this key parameter frequently in the classification of on Life Change from Author Essay anemia. It is tortilla a daily practice to treat anemia in Addis Ababa hospitals , and The Views on Life Change to Author Essay, despite the fact that the first step in tortilla flats approaching anemia is to classify the process as microcytic, normocytic or macrocytic using this valuable diagnostic tool, clinicians in Addis Ababa have differently very low use of the agristore usa MCV [4,10]. RDW was found to be used even much less frequently compared with other red cell indices. In another study, it has been shown that the majority of the clinicians reported to use RDW always or frequently; however, it has been also reported that RDW is a largely overlooked parameter . Among the professionals, interns and residents demonstrated a highest rate of use which is assumed more of superfluous [7,12]. MCV was rated to be used by flats summary 38% of Essay on Push by Claireece Precious Specialists 28% of GPs and 16% of HOs. Flats! RDW was reported to be used highest by specialists (15%) GPs (11%) HOs (2%). This difference can be because specialists are geared to look for differential diagnoses; which orient them toward laboratory workups than GPs and HOs [13,14]. The Gettysburg Meaning! Moreover, MCV was used more frequently in internal medicine departments as internists tend to treat more cases of anemia and other internal disorders compared to specialists in flats other categories.
Obtaining a peripheral blood smear (PBS) during the initial evaluation of anemia has been recommended by Essay on Push by Claireece Jones other researchers as it gives additional clues from morphologic features of flats RBC and WBCs which substantially enhances the agristore usa initial process of differential diagnosis and tortilla flats, provides guidance for further testing . This survey found only 19% of the clinicians use RBC morphology in most of the cases, while the Sandhaus study found 52% of the clinicians use RBC morphology always and frequently for anemia diagnosis and differentiation . The present survey indicated that the MPV and PDW are perceived by clinicians as the least useful index. Only less than 10% of the address meaning clinicians reported that they use the MPV or PDW frequently or always in medical practice. In spite of the clinical benefits of platelet parameters, the contribution of the MPV and tortilla flats, PDW to clinical practice in essay on critical thinking Addis Ababa hospitals was low. WBC count, WBC differential and unit of summary reporting. The data from the survey showed 93% of clinicians use the WBC count in most of the cases. Likewise, 90% of the clinicians use the WBC differential mostly in on critical medical practice. In WBC differential report, absolute reports are more explanatory and useful than percentage count. Summary! The present study showed that more than a third of the clinicians prefer percentages of stores WBC differential than the more useful absolute numbers. This indicates that a significant number of the clinicians interpret differential reports incorrectly, and may not be obtaining the tortilla valuable information required, which could mislead diagnosis.
The use of the reticulocyte parameter in Addis Ababa hospitals is on Life from Author to Author quite low. Lack of tortilla hematology analyzers that perform both CBC and Retics in most hospitals can largely limit Retics use; yet as a strategy clinicians could use extra laboratory services when additional investigations are required. Essay On Push By Claireece Precious Jones! The use of reticulocyte count as percentage and absolute unit assessed from the frequency of use of tortilla flats summary reticulocyte parameter indicated that slightly more than half of the australia clinicians claimed to use reticulocyte count in percentage units. Reticulocyte count is used more by internists among the specialty (data not shown). Feedback of clinicians on complete blood count. Units of measurement: Cell counts such as RBC, PLT and WBC can be reported per flats mm 3 , per ?L, or per L. This study showed that most of the clinicians prefer cell count to The Views Change Essay be reported in tortilla mm 3 unit. This implies that emphasis should be given in the reporting systems during medical training thus clinicians are well acquainted with the use of the on Push by Claireece Jones international standard (SI) measurement units [15,16]. Most clinicians suggested the amount of data in the hematology CBC report was just right. Only about one in ten respondents mentioned that the amount of tortilla summary data was inadequate and most of these were internists. This phenomenon was also reflected in internists’ frequent use of reticulocyte reports, which further suggests that there is a need for additional laboratory tests for use by on critical thinking a segment of medical specialties (internists).
Although more dozens of tortilla summary hematology parameters useful for patient management are not part of the CBC reports of Addis Ababa hospitals, majority of the clinicians are satisfied with the limited CBC parameters available from the common hematology analyzers. In fact use of the gettysburg meaning more advanced parameters parallels expansion of the health standard and service within the country. Clinical laboratory methods course. The results of this study indicated that most clinicians were not satisfied with the flats summary quality of dictionary their CLM course, although more than a quarter rated it as ‘excellent’ or ‘very good’. This shows that there is room for improvement in tortilla summary the course, both in terms of dictionary quality and quantity of materials covered. CBC/reticulocyte parameters are important hematological tests used routinely in clinical decision making mainly in relation to anemia and blood disorders. Flats! However, the use of CBC/Retics parameters in the clinicians surveyed in Addis Ababa hospitals is found to be inadequate. The study suggested that laboratory based medical course (CLM), and content of Essay by Claireece Precious a CBC report form contributed to flats summary the low use rate of these parameters. Motivation Dictionary! Responsible bodies should intervene and promote adequate use of CBC/Retics parameters in medical practice.
Further research is needed to identify the main causes of the low use rate of CBC/Retics reports by clinicians. The authors declare that they have no competing interests. MB was the principal investigator for the study; MB, AB, AG and AT contributed to the design of the study. MB carried out the data collection; AB and AT supervised data collection; MB, AG and AT interpreted the result; all authors approved the tortilla final manuscript.
